Individual Education Accounts (IIAs) are one of the measures a country can take to stimulate the demand for education among adults and thus help increase educational capital. Representatives of the Association EPEKA, Soc. Ent., Štefan Simončič and Anja Cehnar, were educated on this topic by participating in an online forum.

IIRs are individual virtual accounts where an individual’s education rights accumulate over time. They are virtual because the necessary funds are only transferred when the person attends training. They are a relatively unexplored and little-implemented measure – so far only France has successfully implemented it.

IIRs are based on four pillars: inclusion or participation, autonomy and responsibility, simplicity and flexibility. This instrument could provide an effective mechanism for the State to promote education, especially for the less educated, and encourage citizens to engage in lifelong learning.
