EPEKA Slovenia is a partner in the DigitalVsCorrupt project, which will this time take place under the auspices of the Association akustikUm – Muzička omladina JMBH. The theme this time is Whistleblower Protection and ICT Against Corruption.

The training will take place in Tuzla, Bosnia and Herzegovina, from July 23 to 28, 2025. It will focus on the power of whistleblower disclosures, protection mechanisms, and the role of information and communication technologies and media literacy in promoting transparency.

Key activity: Presentation of results D2.4 – Training on whistleblowers:

Presentation of whistleblower cases.
The importance of legal protection.
Transfer of good practices.
The impact of corruption on young people.
Educational strategies for involving young people.
ICT tools and media literacy in the fight against corruption.
Creating an anti-corruption toolkit for young people.

Training objectives:

Strengthening the capacity of youth workers in the fight against corruption.
Supporting whistleblower protection and information exchange.
Presenting ICT tools that promote transparency and youth engagement.
Raising awareness of the social consequences of corruption.

The Erasmus+ project focuses on fighting corruption through digital tools and youth empowerment. Our goal is to encourage civic engagement and promote EU values such as transparency, the rule of law, and active citizenship.

During the training, guests from Slovenia and Iceland will contribute with presentations of theoretical content, expert discussions, and participation in the creation of a practical handbook.

Project description: DigitalVScorrupt

Project description: DigitalVsCorrupt is an Erasmus+ CBY and WB project whose main goal is to fight corruption in the EU and the Western Balkans (WB) with digital tools and by empowering young people and people in the EU and WB.

Corruption is a complex social, political, and economic phenomenon that affects all countries. It undermines democratic institutions, slows down economic development, and contributes to government instability. It attacks the foundations of democratic institutions by distorting electoral processes and the rule of law and creating a bureaucratic quagmire caused by bribery. The World Bank has been tackling corruption for decades, while civil society and youth organizations defend the fundamental values of the EU, such as democracy, the rule of law, and common values.

Activities: meetings, training, national activities, youth exchanges, conferences, and campaigns.

As part of the project, we are implementing the first educational activity in Serbia on the topic of corruption in the public sector. Training for youth workers is an innovative and relatively new topic, but one that is crucial for building transparency, integrity, and accountability. The aim of the training is to equip participants with the knowledge and tools to recognize, prevent, and respond to corrupt practices.

Understanding Corruption

Definition of corruption: Explanation of what corruption is, its forms, and how it manifests itself in the public sector.
Practical examples: Analysis of real-life cases of corruption for a better understanding of the concepts.

Legislative Framework

National legislation: Review of laws and regulations relating to corruption and the public sector.
International standards: Inclusion of relevant international conventions and agreements, such as the UN Convention against Corruption.

Identifying and Preventing Corruption

Risk Factors: Learning about risk factors that can lead to corruption.
Preventive Strategies: Techniques and procedures for minimizing corruption risks.

Tools and Techniques for Fighting Corruption

Control Mechanisms: Implementing effective systems for control and transparency.
Ethics and Integrity: Emphasizing ethical decision-making and personal integrity among employees.

Reporting and Response Protocols

Reporting Mechanisms: Establishing secure and anonymous channels for reporting suspected corruption.
Response strategies: Protocols and procedures for dealing with reported cases of corruption.

Interactive training methods

Workshops and case studies: Active learning through group exercises and discussions.
Simulations and role-playing: Scenarios where participants apply their acquired knowledge in practice.

Evaluation and further training

Testing and feedback: Testing participants’ knowledge and skills and collecting their feedback for program improvements.
Continuing education: Providing ongoing educational opportunities to update knowledge and skills.
Training on corruption must be constantly updated to remain relevant and effective in a changing legal and social environment. Well-planned and well-executed training can significantly contribute to reducing corruption and improving trust in the public sector.

Objectives

To implement non-formal learning activities through cross-sectoral cooperation to empower youth workers and others in the fight against corruption in the Western Balkans and the EU.
To increase the capacity of participating organizations in the Western Balkans and thus increase ICT knowledge regarding the use of digital tools for detecting corruption.
To implement the EU Youth Strategy in the Western Balkans and raise awareness of EU values, the importance of the rule of law, and common values.
Promoting dialogue at local, national, and international levels with political decision-makers on the harmful effects of corruption on the security and stability of the EU and the Western Balkans against external forces.
