Housing issues have become one of the most pressing social challenges of modern times, which has a direct impact on independence, the demographic picture and the quality of life of young people in Slovenia. We will analyse the current situation, explore the structural causes of the real estate crisis and, through open discussion, find innovative solutions that can be implemented at the local and national level.

Housing affordability in Slovenia: Reality vs. expectations

We will review the current situation in the market, where demand drastically exceeds supply. We will discuss how the rapid growth in real estate prices over the last decade has not kept pace with the growth in youth incomes, creating an insurmountable gap in entering the real estate market.

The Rental Market and Real Estate Prices: A Labyrinth of Uncertainty

We will analyze the unregulated rental market. Young people are often forced into short-term rentals without legal certainty, and high rental costs prevent them from saving for their own housing. We will highlight the issue of the “shadow economy” and the lack of affordable non-profit rental housing.

Why do young people find it difficult to get an apartment? (Structural Causes)

We will break down the key barriers:

  • Creditworthiness: Tougher conditions for banks to obtain housing loans.
  • Real estate market: Housing as an investment product instead of a residential good.
  • Demographic shifts: Urbanization and concentration of employment opportunities in urban centers where prices are highest.
  • Social Capital: Dependence on Parental Help as the Only Realistic Path to Ownership.

Possible solutions: Looking to the future

Presentation of models of good practices from abroad and opportunities for the Slovenian area:

  • Public housing construction: An increase in the stock of public rental housing modelled on the Vienna model.
  • Tax policy: Incentives to rent out empty homes and limit speculative purchases.
  • New forms of living: Co-living, cooperative housing construction and intergenerational coexistence.
  • State guarantees: Programs to facilitate the acquisition of credit for young people.
