As part of the Y-ACT (Youth Against Corruption: Tools for Transparency) project, we have developed two model local policy proposals intended for municipalities, public institutions and other organisations involved in shaping and implementing decisions at the local level.

The first proposal focuses on introducing a uniform standard for public traceability, transparency and participation in important local projects. Its purpose is to ensure that key information about projects, their financing, decisions made, contractors and achieved results is made available to the public in a transparent and understandable manner. Particular emphasis is also placed on the early involvement of residents and young people in decision-making processes.

The second proposal addresses integrity-based and sustainable management of environmentally, tourism- and spatially sensitive areas. It is intended for environments where different public, economic, tourism, environmental and private interests intersect and where ensuring transparency, clear accountability and the involvement of the local community is particularly important for high-quality decision-making.

Both documents are designed as practical and adaptable models that can be adjusted to different local contexts. They help local communities combine transparent publication of information, monitoring of public spending, management of different interests, involvement of residents and young people, and evaluation of the actual effects of decisions taken.

Their purpose is not to create additional bureaucracy, but to promote clearer, more traceable and more trustworthy local governance procedures. The proposals can serve as a basis for developing municipal regulations, guidelines, protocols or other local measures that contribute to greater transparency, integrity and accountability in decision-making.

By developing these model policies within the Y-ACT project, we are continuing our efforts to strengthen practical tools that enable young people, local communities and institutions to contribute more actively to more open and accountable governance.

Policy proposals:

Y-ACT is funded through the PROTEUS project. As a project under the CERV programme, PROTEUS is co-funded by the European Commission and runs from January 2023 to September 2026.

The main funders of the project are the European Union and the German Marshall Fund of the United States.
