We are publishing a Call for Participation for the Roma Civil Monitoring initiative in the EU for the period 2021-2025 for Slovenia and Croatia.

Who can apply?/

The Roma Civil Monitoring (RCM) initiative is open to individuals or organisations working in civil society, in Slovenia and Croatia, in the field of Roma inclusion at local, regional or national level.

Criteria for participation in the national Roma Civil Monitoring coalition:

  • at least two years of experience and activity in the field of the Roma community or related social movements (human rights, fight against racism, fight against discrimination),
  • proven experience of working in at least one of the following thematic areas: education, employment, health, housing, social services, community organisation, anti-discrimination, antigypsyism,
  • a willingness to cooperate with other civil society organisations in the country and across Europe.

What is “Roma Civil Monitoring (RCM)” and what are its main objectives?

Following the adoption of the European Union (EU) Strategic Framework for Equality, Inclusion and Participation of Roma (EURSF) on 7 October 2020 and at the initiative of the European Parliament, the European Commission has launched a civil society monitoring initiative on the situation of the Roma community in the Member States of the European Union for the period 2021-2025, or in English, the Roma Civil Monitor initiative (RCM 2021-2025). The full title of the initiative is “Preparatory action – Roma Civil Monitoring – Strengthening capacity and involvement of Roma and pro-Roma civil society in policy monitoring and review”. This initiative is a follow-up to the Roma Civil Monitor (RCM) pilot project from 2017-2020. The aim of the initiative is to involve at least 90 Roma and pro-Roma civil society organisations and individuals from 26 EU Member States (Malta is not included) in monitoring and reporting, notably on EU Member States’ National Strategic Frameworks for Roma, but also on other Roma-related policies. The initiative is intended to contribute to strengthening the capacity of national Roma and pro-Roma civil society and to provide them with systematic support to engage in dialogue and cooperation with national stakeholders.

In line with the EURSF, the RCM 2021-2025 initiative aims to build the capacity of Roma civil society, contribute to the monitoring of national strategies using a bottom-up methodology, influence national decisions that effectively reflect Roma based on local knowledge and experience, starting from the needs of the community.

In order to contribute to this objective, the RCM will:

  1. Strengthen Roma and pro-Roma civil society to enable participation in monitoring and reporting on the implementation of national Roma strategic frameworks, action plans and other policies that effectively reflect the needs of Roma communities.
  2. Support constructive dialogue and equal partnership between Roma and pro-Roma civil society, national Roma focal points, equality bodies and other stakeholders reflecting the needs and interests of Roma.
  3. Prepare and distribute reports on civil society perspective and assessment on the implementation of the National Strategic Frameworks for Roma, general actions and relevant new developments with significant impact on Roma.

Building on the lessons learned and good practices of the 2017-2020 MDGs, the new MDG 2021-2025 includes a number of innovations, such as the “cascade model”, which will strengthen the role of the coordinator and which will largely implement the MDG activities at the level of the EU Member States. In justified cases, an applicant may be selected to coordinate MDG activities in more than one EU Member State – in particular in Member States with a small Roma population and the aforementioned Roma and pro-Roma civil society.
